Transição energética como instrumento da tomada de decisão na governança climática

Abstract

Measures for the process of decarbonization or reduction in greenhouse gas emissions have been the great challenge of public managers in the twenty-first century. To this end, this research presents an analysis of viable alternatives for a clean and sustainable energy transition. It is necessary to have good governance by public managers, in order to meet the sustainable development goals set out in the 2030 Agenda, especially those number 07, 11 and 13 – renewable energies, sustainable cities and measures against global warming. Through interdisciplinary studies, it is possible to demonstrate an alternative for the total or substantial replacement of fossil generation, especially the electric generation of coal-fired thermoelectric plants, still used in Brazil. Regarding global warming and the consequent emission of greenhouse gases (GHG), if wind generation is considered, by 2019 there was an annual reduction of 23 million tons in CO2 emissions. Thus, analyzing the decision-making of managers for efficient and sustainable governance is the central objective of the work, making the 2030 Agenda compatible. The research was developed based on official data from regulatory agencies, government, and scientific articles extracted from the main databases (Scopus, Web of Science, Google Scholar), in order to bring information and management models capable of meeting this current climate challenge.
